These would include waivers from the provision that obliges insurers to cover so-called "essential health benefits", including mental health, maternity and substance abuse services. The community rating provision was vital in helping people with pre-existing conditions to obtain affordable coverage after the ACA passed.
Conservatives have long argued that the two regulations drive up premiums, and some of them have reacted favorably to the proposal.
"I didn't want to take a vote".
So while on the surface it means that more people (specifically, healthy and young people) will have insurance coverage under this bill, what's included in that coverage could amount to very little, and the sickest people-those who really need healthcare-would essentially be shut out.
Political posturing aside, the Freedom Caucus members who voted against the health care bill did so for a simple reason: They felt that Obamacare's mandates, taxes and subsidies constituted an unwarranted intrusion on the free market and on Americans' health care decisions, but that the new bill did not meet the promises that they, like Trump, had made to repeal it and replace it with something better.
And Rep. Mo Brooks, another House Freedom Caucus member from Alabama, said he still thought what the Vice President offered last night was still "inadequate to change the two fundamental problems with Obamacare".
"It's important that we don't just win the votes of one caucus, or one group, but that we get the votes and the consensus of 216 of our members", he continued. Those productive talks are happening.
Paul later emphasized his upbeat mood on the subject, telling reporters that "We had a great day with the president". "That's occurring right now, but that is not to say that we are ready to go".
The Trump administration is unlikely to renew its push to repeal and replace the ACA through a single bill like the AHCA, but may attempt to water down elements of healthcare reform through administrative actions created to reduce federal subsidies and weaken health insurance exchanges.
Meadows said a tentative deal with the House Freedom Caucus would let states waive the essential health benefits requirement (EHB) and community rating regulations.
In other words, Trump, no one's idea of a committed conservative, is picking a fight with a group of dyed-in-the-wool conservative Republican members of Congress. Gallup finds majority back ObamaCare for first time Centrists push back on new ObamaCare repeal plan MORE (R-Wis.) told reporters. Instead, it's only likely to help the House Freedom Caucus with voters - many of whom may only be more skeptical of Trump's conservative bona fides, even if they did vote for him.
After golfing with the president on Sunday, Republican Senator Rand Paul, a sharp critic of the Republicans' previous healthcare bill, also expressed renewed hope the healthcare bill could be revised in a way that picked up support from the conservative and moderate factions of the Republican Party. While 38 percent of Republicans want the administration to do what it can to make the law fail, 51 percent want the president and his team to do what they can to make it work.
At the same time, Vice President Mike Pence is trying to flatter his former House colleagues into working with the administration into some form of compromise. He said that when that occurred, the Democratic opposition would agree to work with him to change the healthcare system.
