These would include waivers from the provision that obliges insurers to cover so-called "essential health benefits", including mental health, maternity and substance abuse services. The community rating provision was vital in helping people with pre-existing conditions to obtain affordable coverage after the ACA passed.

Conservatives have long argued that the two regulations drive up premiums, and some of them have reacted favorably to the proposal.

So while on the surface it means that more people (specifically, healthy and young people) will have insurance coverage under this bill, what's included in that coverage could amount to very little, and the sickest people-those who really need healthcare-would essentially be shut out.

Political posturing aside, the Freedom Caucus members who voted against the health care bill did so for a simple reason: They felt that Obamacare's mandates, taxes and subsidies constituted an unwarranted intrusion on the free market and on Americans' health care decisions, but that the new bill did not meet the promises that they, like Trump, had made to repeal it and replace it with something better.

And Rep. Mo Brooks, another House Freedom Caucus member from Alabama, said he still thought what the Vice President offered last night was still "inadequate to change the two fundamental problems with Obamacare".

At the same time, Vice President Mike Pence is trying to flatter his former House colleagues into working with the administration into some form of compromise. He said that when that occurred, the Democratic opposition would agree to work with him to change the healthcare system.
